Jacinta is Principal and Managing Director of Keystone, a Chartered Engineer and an experienced Project Manager with over 25 years experience in the construction and development industry. She has specialised in the FE sector for over 15 years, providing strategic advice and project management services to organisations on the delivery of estate development programmes.
She has acted as lead adviser for the extensive new campus developments at South Devon College, Bracknell and Wokingham College and Wiltshire College. She specialises in the preparation of property strategies, space planning, supporting clients in property and construction negotiations and early stage project management.
David Tomlinson is a consultant to Keystone providing Strategic Management for Education and Local Government clients. He is a Chartered Civil Engineer with over 35 years experience in development & project consultancy and has experience of business leadership and management at director level.
David has earned a reputation for achieving successful outcomes for his clients and for his professionalism, integrity and drive in the way Keystone tackles their work. He has acted in ‘Director Responsible’ roles for the implementation of Wiltshire College’s £110m property strategy and for the £49m Phase 5 Accommodation Strategy at Liverpool Community College. He was also Lead Adviser and overall Programme/Project Managers for Macclesfield College.
Paul Rennie is a Chartered Quantity Surveyor and an experienced Project Manager with 22 years experience in the construction industry. Since joining Keystone, Paul has provided project management and employer’s agent services for the new Stroud College campus and the South West Energy Centre for South Devon College. He has provided project management services for many clients including the Crosskeys campus and the Learning Zone at Ebbw Vale for Coleg Gwent, Wiltshire College and South Devon College.
Paul has provided procurement advice to several colleges and has managed a variety of procurements for design teams, contractors and frameworks. Prior to working for Keystone projects he has worked with retailers such as Sainsbury’s, GAP and Volkswagen and while working in Australia, he was a Project Manager for the £70m refurbishment of the Sydney Hilton. His depth of experience of a number of sectors greatly assists Keystone in terms of minimising disruption to existing sites while work is underway, and in the procurement of furniture and equipment.
Nigel has over 35 years experience as a consultant. He originally qualified as an engineer and has extensive practical experience in design and construction management. He was awarded an MBA by Bristol Business School and has attained further professional qualifications as a Fellow of the Chartered Management Institute.
Nigel has undertaken a wide range of consultancy assignments, focused primarily in property and construction-related sectors, including asset management strategies and supporting organisational change. In the FE sector, Nigel has been responsible for advising on the procurement of professional design teams for several colleges in accordance with the Public Contracts Regulations, as well as OJEU procurement for South Cheshire College and the procurement of a Framework of design consultants for Liverpool Community College. He has prepared applications for capital funding support and has expertise in space utilisation surveys and analyses as well as space planning. In recent years he has led the provision of procurement management services to the local authority sector.
